The parties have developed new enterprise agreements to reflect the agreed terms. The new enterprise agreements have a nominal expiry date of December 31, 2021. Public hospitals and health services designated as employers in the new enterprise agreements are listed in Schedule 1 and Appendix 2. Given the uniqueness of the Compendium, it took longer than we would normally have expected to have the matter listed by the Fair Labour Commission (FWC). We have obtained, through their representative, the Victorian Hospitals` Industrial Association (VHIA), some setback in health services in terms of our ability to conduct this type of litigation for jurisdictional reasons. You are saying that we should not be able to include health services that are not directly involved in the individual disputes that we have cited as examples of problems. We expect the agreements to be adopted next week. Figure 1 below shows how the MFD would be calculated for a hospital with a salary base of $100,000. DFM indexation, considered a DFM indexation, is calculated on the basis of the corresponding salaries at the time of the expiry of the prior enterprise agreement. DFM compounds at a rate of 2.5% per year after that.
The conditions of employment of specialists employed in Victorian public hospitals are set by WADA Victoria – Victorian Public Health Sector Medical Specialists Enterprise Agreement 2013. The department provides only an indexation of government funding. In addition, public hospitals and health services are reminded that the ministry does not fund 100% of their activities. Public hospitals and health services generally have other sources of income, including, but not only, Commonwealth funding and grants (e.g. B the financing of hospital beds for households), income from private practices and income from activities (including pathology and radiology). Public hospitals and health services are expected to provide funds from these other sources to support, if necessary, the costs of business agreement. In the meantime, all Victorian physicians in training are currently invited to participate in the Health Check 2019 exam. The information provided enables AMA Victoria to work with health services and the government to demand specific changes in working conditions and hospital culture.
Although we felt that all issues should have been negotiated at the hearing on 29 October, we agreed on a conciliation day on 21 November. At this meeting, we will try to negotiate a solution to the problems related to clinical support time and medical training and discuss a pathway for other issues. Public hospitals and health services will be funded by the Budget Payment System (BPS) as part of the payment on 10 April 2018. Users of the Healthcollect portal can view the details of this payment through the portal. The proposed new enterprise agreements include a number of savings/compensation provisions and benefits from the service delivery partnership plan agreed between the parties. Achieving these benefits will help cover the ongoing implementation costs of new or improved staff services. The amount of additional funding to be granted includes these savings/compensations. If a full-time medical specialist working in a public hospital or health service also holds a group appointment at another hospital or public health service, the physician may receive a bonus of registration from any hospital or public health service based on the doctor`s contractual periods with each employer.
